About Alan Southerby Planning Ltd

An accomplished chartered town planner with approaching 40 years’ experience and Member of the Royal Town Planning Institute (RTPI), Alan is also a past Chair of the RTPI Cymru Executive Committee and a previous Chair of the Planning Officers Society for Wales. He is a skilled practitioner, easy to get along with and works tirelessly to achieve positive outcomes for the people, businesses and organisations using his services.

Following a career in local government at a senior level in England and Wales, Alan set up his own planning consultancy in 2013. With access to a network of complementary consultancy services, he has since established a growing and increasingly varied client base that includes private landowners and developers, the public sector and charitable organisations.

Alan is likewise an experienced trainer, having successfully delivered courses on behalf of the RTPI and others on planning matters and for elected Members.

Consultation

Pre-application Consultation by Developers (PAC)

Welsh Government introduced the requirement for PAC in a 2016 amendment to the Town and Country Planning (Development Management Procedure) (Wales) Order 2012. It applies to all ‘major’ planning schemes (such as 10 dwellings or more, or 1000m2 or more of commercial floorspace), requiring a 28-day prior consultation on the draft planning application with community and specialist consultees. This is in order to elicit feedback and technical comments on proposals that can then be taken into account before submitting the subsequent planning application proper, which will include a PAC Report showing how the process was undertaken, and how it informed the final proposals.
